The enactment of the “Big Beautiful Bill” brings long-awaited clarity to Section 174, but also ushers in a new era of complexity for R&D tax planning. While the federal R&D credit remains a valuable tool, heightened IRS scrutiny—paired with finalized changes to Form 6765 and the addition of Section G—demands a more strategic, well-documented approach.

At the same time, the state R&D landscape continues to evolve. While some jurisdictions are narrowing eligibility through industry and expense-type limitations, others are expanding opportunities or reintroducing credits, creating a patchwork of compliance considerations and planning potential.

In this session, McGuire Sponsel’s David Seibel, EA, will explore what the new federal law means for credit claims and how to stay ahead of the shifting state and federal compliance environment. David Seibel, CPA

David Seibel is a Shareholder for McGuire Sponsel’s R&D Tax Credit Practice. He combines his knowledge of tax law with his engineering expertise to maximize companies’ research credits and reduce their overall tax burdens.

Seibel ensures clients are receiving studies that meet the highest level of quality. He conducts fieldwork, produces detailed technical calculations, and builds narratives that accurately reflect each company’s research and experimentation activity. Seibel is an Enrolled Agent (EA), which enables him to represent clients in audit defense cases with the Internal Revenue Service.

Prior to joining McGuire Sponsel, Seibel worked with an industrial furnace company and an electro-mechanical company designing prototype power converters for coal haulers in the mining industry. He earned a degree in the mechanical engineering program at the University of Notre Dame.
